Locate the plugins directory under the Eclipse installation directory, search for Org.eclipse.text, find a jar package,

Then open it and find this class: Org.eclipse.jface.text.templates.GlobalTemplateVariables

We can rewrite this class. I changed it to use

Import Java.text.SimpleDateFormat;
Import Java.util.Calendar;

and reading the format from the properties file can be used for reference.
