1. window->preferences->general->content type->text->jsp The bottom is set to UTF-8

2. window->preferences->general->workspace Panel text file encoding select UTF-8

3. window->preferences->web->jsp Files Panel Select ISO 10646/unicode (UTF-8)

Windows->preferences ... Open the Preferences dialog box, navigate to the left navigation tree, navigate to general->content Types, right context Types tree, point to each subkey in text, and enter "UTF-8" in, point update!
