The solution is as follows:

Set the Ora_orcl_autostart value under Hkey_local_machine\software\oracle\key_oradb10g_home1 to False
At the command prompt, enter Sqlplus/as sysdba;

Restart some services
Sql> startup;

Wait for all commands to finish
