The level of quantitative management is an important symbol of the level of organizational maturity, and also an important measure of whether an industry is becoming mature. Software research and development experience shows that: combined with the data observation and measurement in practice, using the theory, model and empirical data of the research achievements, feedback to the software research and development practice can improve the quantitative management level, and the most critical step is to collect historical project data and establish benchmark database. Countries with better software industry development (such as the United States, India, Finland, the Netherlands, Japan, Korea, etc.) have established industry-level software process benchmark databases, while many international benchmarking organizations have been collecting data on software history projects since the 90 's.
Benchmark database is mainly through the collection of historical project data, analysis of project size, workload, cost, duration, to carry out industry benchmarking, accurate positioning of enterprise research and development management improvement points, promote the continuous improvement of enterprise productivity.
In order to ensure the integrity, authenticity and trustworthiness of the collected data, we must adhere to the following guidelines:
The principle of Authenticity: the data collected to meet the specification, to be within the valid range, the data information is complete, the data obtained from the formula to verify its accuracy.
The principle of synchronicity: to ensure that data collectors or users understand the attributes and descriptions of the metrics data.
Validation guidelines: Measurement rules and measures conform to definitions, measurement definitions or data collection methods are clearly stated.
