In Exchange Server 2013, you cannot use the EAC to manage offline address books, and you must use command line PowerShell for maintenance. The following is an instance of my actual project that adds an address list to the offline Address Book to demonstrate the maintenance method for offline addresses.

1. Log on to the Exchange ECP Management Console, expand the organization-> address list, and click "+" to create the address list.

2. New address list, take Beijing nuclear power Design Institute container as an example, the following figure, click Add Rules

3. Select the recipient container in the rule, where the recipient container is an example, or you can select other corresponding rule properties for user filtering.
