Before distributing the rights templates for RMS, we need to download the Administrative Template files for Office, import them into the Group Policy console, and then use the imported Office Group Policy template to configure the relevant settings for RMS.
First we download the Group Policy Administrative Templates for Office 2010 from the following location.

Under the extracted directory, there are two types of templates: ADM and ADMX, where we're going to use ADM, the difference between ADM and ADMX, you can refer to the TechNet article:

We open the Group Policy Management tool on the DC, select Default Domain Policy, select Edit, then switch to the User configuration-Administrative Templates node, right-click to select "Add/Remove Templates".
