It seems that the Fedora developers have discussed which tools will be included in these new packages. For systemd-container.rpm, it should include systemd-pull, systemd-nspawn, machinectl, systemd-machined, and systemd-importd.
The systemd-udev.rpm will include hardware databases, udev rules, and udevadm and system-udevd tools.
To implement these sub-packages, the Fedora developer must add these dependencies.
In addition, the Anaconda installer must be updated to make the systemd-udev sub-package the default installation package for Fedora 24. In any case, let's wait and see the upcoming Fedora update.
