I have always hoped to find a free tool that can annotate PDF files, because this feature is not supported by Adobe Reader. I have tried cajviewer before, but its PDF annotation can only exist on the local machine and cannot be written back to PDF. I spoke about this in my blog two days ago and immediately got a reply from Ammit. He recommended Foxit Reader. This is indeed a good software, green, and can be used without installation. In addition, its annotation function can be written into PDF files, and Adobe Reader can be correctly displayed. In this way, I can discard Adobe Acrobat. You can use the volume creator or Wps office Personal Edition to generate a PDF file. Foxit Reader can be used for reading and commenting.
