Previously installed Oracle did not remove clean, there is a oraclemtsrecoveryservice service did not erase
Workaround Delete key values in the registry
Hkey_local_machine\system\controlset001\services\oraclemtsrecoveryservice
Hkey_local_machine\system\controlset002\services\oraclemtsrecoveryservice

Or

Because the previous installation failure is mounted on the C drive, the address in the ImagePath under the Oraclemtsrecoveryservice key is C drive

So change the value in the ImagePath to the installed directory and you can continue to install it.
