Solution Two

First you need to download a proxy server, open this software, see the generated proxy address in the content options, remember the IP address 127.0.0.1 and port number 8580

Then open the Android SDK Manager.exe open the options in Tools

In the popup dialog box, enter the IP address in the HTTP proxy server, enter the port into HTTP proxy port, select Force https://...

Close the dialog box

Re-opening the Android SDK Manager.exe will quickly appear in the list of updates, select the package that needs to be updated, click the install packages to update.
