Check the network first.


Then pass the following command
Netstat-an | grep 23

Check to see if Port 23 is open
Shaped like:
TCP 0 0 *.23 *.* LISTEN

If not, check to see if the process exists:
Ps-ef | grep inetd

Still not, check this file for/etc/inetd.conf, whether there are similar statements:
Telnet stream TCP nowait root/usr/lbin/telnetd telnetd-b/etc/issue

Reboot startup (online startup)

Inetd-c


Then there is another situation:
The appropriate software package for Telnet is not installed.
