Run system32 \ dllcacheto copy taskmgr.exe to system32.
Start ---- run and enter gpedit. MSC to open "Group Policy"
Then "user configuration" --- "management template" ----- "system" ------ "CTRL + ALT + DEL option"
Change the "Task Manager" attribute to "enabled ".

Clean up rogue software...
Use SRE to link your files.
If the above two-sided and three-way method still does not work, it should be a virus.
