Toad version is "Toad for Oracle 12.1"

Locally, there are C:\Users\one\AppData\Roaming\Quest software\toad for oracle\12.1\user files such folders (each computer location may be different) with CONNECTIONS . INI and Connectionactions. INI these two files, as well as Connectionpwds. INI (manage password) this file.
If it is a backup, copy the three files to a different folder. You can replace it when you need it.
If it is deleted, edit the CONNECTIONS. INI and Connectionactions. INI file, remove the unwanted connection options.
