To Admin->site Building->modules [admin/build/modules] enable the Locale module.

To Admin->site Configuration->language [Admin/settings/language]
Click on the "Import page" in the page introduction to enter the Language Pack Import page [Admin/build/translate/import]

Under "Language file:" In the "Import translation" column, click the "Browse" button, select the downloaded PO file, and then select "Chinese, simplified" in the Drop-down selection box "Import into:" (that is, Simplified Chinese), and then click the "Import" button to start the import, wait a moment to complete.

To the Admin->site configuration->language [admin/settings/language] list, set the Simplified Chinese to "Default".
