In the appearance panel, modify the color to black (r=0 g=0 b=0), with transparency of 40%, and blending mode to soft light.

13th step
Open the snap grid. Edit > Preferences > Guides and grids > grid line interval: 1px.
Use the rectangular tool to draw a 3x26px white figure and move it to a position like this.
Add effects > Styling > Rounded Corners > Radius: 1.5px.
Objects > expanded skins.
Set transparency in the Appearance panel: 30%, blending mode: soft light.

14th Step
Use the Ellipse tool to draw 2 6x4px black shapes and move them to the diagram position.
In the Appearance panel, set the transparency of two graphs: 20%, blending mode: soft light.

Use the rectangular tool to draw the 10*5px, color: r=41 g=171 b=226 rectangle.
