If so, don't worry. Well, I wasted an afternoon on this problem, so you don't need it.

 

Select "Help-> install new software", and then select the condition where the network is required. Otherwise, no problem occurs:

Press enter, as shown in figure

 

 

Select the last item and click. The installation will be performed later,

After installation, install the ADT. In this way, the problem can be solved.

 

Successfully installed
