Under Windows nt/2000, when a database starts, it starts by starting the instance, and if the instance does not start, or if the instance fails to start, the database does not start correctly. The database instance is a service in Windows nt/2000 and the database cannot be started if the service is not started.

The Oracle9i database can be started in 3 phases: Starting the database instance, loading the database, and opening the database.
To start a database instance:
• Read the parameter file to locate the database startup parameters by the parameter file
• Allocate SGA, allocating the SGA in memory according to the size set by the memory parameters in the parameter file
• Start background process
