Steps
1. Sign in to the Microsoft Azure Portal Administration site and create a Microsoft Azure Web site (see this post for details);
2. From the websites list, locate the website you have created, and click on its admin page.
3. Click Configue to enter the configuration page;
4. Open the edit in VISUAL STUDIO online;
5. Click Save.
6. Back to the dashboard page of the website, we can see a new option in the quick glance at the bottom right: Edit in Visual Studio Online.
7. Clicking will be taken to an online edit page of visual Studio online, and the content already in our current site has been opened.
You can notice that the URL address shown above is https://yoursitename.scm.azurewebsites.net/dev/wwwroot/.
