The measures for the administration of non-commercial Internet information service record filing have been reviewed and approved at the January 28, 2005 ministerial meeting of the Ministry of Information Industry of the People's Republic of China on 12th, and are hereby promulgated and shall take effect as of January 1, March 20, 2005.

Non-commercial Internet information service filing management measures
Article 1 to regulate the filing and filing management of non-commercial Internet information services and promote the healthy development of Internet information services, these Measures are formulated in accordance with the administration of Internet information services, the telecommunications regulations of the People's Republic of China, and other relevant laws and administrative regulations.
Article 2 These Measures apply to the provision of non-commercial Internet information services within the territory of the People's Republic of China, the fulfillment of filing procedures, and the implementation of filing management.
Article 3 The Ministry of Information Industry of the People's Republic of China (hereinafter referred to as the Ministry of Information Industry) shall supervise and guide the filing management of non-commercial Internet information services nationwide, the communications administrations of provinces, autonomous regions, and municipalities directly under the central government (hereinafter referred to as the "Provincial Communications Administration") specifically implement the filing management of non-commercial Internet information services.
If you intend to engage in non-commercial Internet information services, you shall perform the filing formalities with the local Communications Administration.
Article 4 The Provincial Communications Administration shall follow the principles of openness, fairness, and impartiality in its ICP filing management to provide convenience, high-quality, and efficient services.
When a non-commercial Internet information service provider engages in non-commercial Internet information services, it shall abide by the relevant provisions of the state and accept supervision and management implemented by relevant departments in accordance with law.
Article 5 non-commercial Internet information services shall be provided within the territory of the People's Republic of China in accordance with law.
Do not engage in non-commercial Internet information services within the territory of the People's Republic of China without record filing.
The provision of non-commercial Internet information services within the territory of the People's Republic of China as referred to in these measures refers to websites accessed by organizations or individuals within the territory of the People's Republic of China through Internet domain names or websites accessible only through Internet IP addresses, provides non-commercial Internet information services.
