Oracle EBS R12-garbled when you view a request in Excel for a "text" output format

Prerequisites for Recurrence:
The output format is "text" for concurrent programs: effective responsibility and user.
How to see Excel options when viewing the output: System administrator installation browser options Add a row of "file format" to "Text" records, "MIME type" and "description" selected "File format" is the line of "Excel".
EBS needs to have the Simplified Chinese language installed so that Chinese is available in the "effective responsibility and user".

Submit the "Effective responsibility and user" request, click "View Output", then "View the program" select "Microsoft Excel", you can see the content is garbled xls file, if the XLS file name with Chinese, the file name will also be garbled.

Workaround:
Change the value of the configuration file fnd:native CLIENT ENCODING location layer to "ZHS16GBK".
