Then I found that tnslistener was not started, go to the service list and start it manually. Failed to start the solution: the cause of this problem is that your machine IP address changes. Open the doc environment and enter ipconfig to check the IP address assigned by the current machine. Modify D: the Host IP addresses of the two configuration files under \ oracle \ product \ 10.2.0 \ db_1 \ network \ ADMIN \ follow your personal machine IP address.
