Problem Analysis:

The odds of this happening are minimal, unless you're an office person who needs to use Outlook every day.
I think there are two possible kinds of problems.
1. The directory that is specified in the registry does not have permission to write to the file that is temporarily saved.
2. The file with the same name already exists and has problems with permissions, which can not be replaced.

Problem:

The official description of the problem is the resolution step:

1. Open the registry to find the following:
Hkey_current_user\software\microsoft\office\14.0\outlook\security\
(Note: The version number in the registry should correspond to the client's Outlook version, such as: Office 2003 is 11.0, Office 2007 is 12.0, office2010 is 14.0)

2. After expanding the registry, you can see the OutlookSecureTempFolder item on the right, where the value is where Outlook holds the temporary file, and if the user does not have permission to write to the data or if there is a problem, the client cannot open or save the attachment.

Default OutlookSecureTempFolder value (this is on my computer):
C:\Users\Administrator\AppData\Local\Microsoft\Windows\Temporary Internet files\content.outlook\0c83at8o\
Of course, you can also randomly designate a location, such as D:\Temp

3, the solution (has been tested, can solve the problem):

Method 1, open the path with the Explorer, the Content.outlook\ all the files under the empty. Or completely clean up the temporary Internet files folder. (If you just can't open a file, you can just delete the file's cache.) ）

Method 2, you can change to a different path (the client has permission to access), and then restart the computer.
