You can set the ACTIVEPERL_PPM_HOME environment variable to
Point to a directory without extended Unicode characters in its name and PPM
Would try to maintain it database in this directory instead.

Example:

Set Activeperl_ppm_home=c:\perl\temp

That is, you set a directory that does not contain Chinese (make sure the directory exists before setting), for the first reason that the directory contains Chinese.
