The procedure is as follows:

1. Open the following material in PS

2. Use the pen tool to draw the following path

3. Select the paint brush tool, press F5 to switch to the paint brush panel, and set the pen tip shape to a large size of 50 px (that is, 50 pixels), hardness 0

4. Set shape dynamics, size jitter 100%, minimum diameter 20% (meaning jitter ranges from 20%-100% ).

5. Set walk 120%, quantity 5.

6. (Key) set the texture to the system's default cloud texture.

7. It seems that the clouds are too thick, so it will be white, without the fluffy feeling of clouds. It can be set to other dynamic, opacity jitter 50%, traffic jitter 20%

8. I felt that the heart shape was too stiff and changed its shape. Switch to the path selection tool and click the path. Ctrl + T to change the path, as shown in:
