The first step is to open the photo you want to do in Photoshop. I picked a photo from the vector library as my material. Adjust the curve, deepen the dark part, increase the brightness of the light, improve the overall contrast. Figure I.

Second step, use Ctrl+j to copy the background Layer two times, select Layer Copy two, add "filter-other-high contrast retention" effect. Figure II.

Third, adjust the "High Contrast retention" parameter until the background turns gray and you can see the details of the photo. General 1-3px is enough to avoid the appearance of Halo. Figure Three.

Step fourth, change the blending mode to "linear light", making the picture look more intense. The contrasting parts can play a big part when we use brush strokes, especially hair. Figure Four.
