Select the Quick Selection tool, select the hair and eyebrows, then click the Adjust edge, tick the smart radius, set a radius of 10 pixels, move the edge-30%.
Add a hue/adjust layer so that the selection is automatically loaded as a mask, setting saturation-89, bright 3. Then the hair will become gray.
Press CTRL and click on the mask thumbnail to select the hair and eyebrows as a selection. Go back to the portrait layer, select Layers > New layers > Copy, copy the hair down, move the created layer to the top of the layer, and create a clipping mask.
Below, adjust the color of the clip hair, select Image > Adjust > Hue/saturation, set saturation-48, bright-72.
