Description Plsql developer does not support Oracle 64-bit client connections.

Workaround:

1. Download 32-bit Oracle Client

In fact, you can download the free installation version, http://www.oracle.com/technetwork/topics/winsoft-085727.html, I downloaded is instantclient-basic-nt-11.2.0.2.0.zip.

2. Decompression

Unzip the Instantclient-basic-nt-11.2.0.2.0.zip, for example to D:\instantclient_11_2
