PS Modified gif Animated graphics text point to play or not move what's going on?

Import the GIF, and enter the modified text.

Ctrl+e merge the text layer and the picture layer.

Select the layer and create a new frame.

Select another layer, continue to create a new frame, pay attention to the need to point eyes, if not the eyes, then play the animation will not move.

Save as Web format, if you only select GIF, export the diagram, the result is still not moving.
