The TechNet article says: "End-to-end storage quality of Service (QoS): When the host and storage are under heavy load, you may want to ensure that certain disks, virtual machines, applications, or tenants will not be below a certain storage quality of service (QoS). VMM 2016 makes it easier to meet your personalization needs with QoS policies, regardless of the exact configuration you store. For example, you can define a custom storage QoS policy such as minimum security for IOPS, and then let each VHDX be assigned to the use of a tenant virtual machine at the lowest possible level. The minimum IOPS guarantee will be applied to each individual VHDX. Another example, a rental session, does not want to define the minimum per VHDX, but to ensure that total tenant IOPS can be used on all virtual machines VHDXS.
