Team Foundation server XXX does not exist or cannot be accessed at this time: Solution
1. Have you modified the IIS configuration?
2. Have you modified the firewall settings, disabled port 8080, and enabled it?
3. Whether the administrator password has been changed. Use the following method to update the password to TFs:
Case:
After the TFS server is installed with the Administrator account, some Windows Services and IIS applicationsProgramThe pool runs under the administrator account. After the administrator password is changed, TFS does not work. The reason is that the service or IIS application pool running under the Administrator account cannot be started.
Solution
Open the IIS application pool and find the two application pools marked below.
Right-click a vertex and choose advanced settings. In the pop-up box, find the "ID" column, as shown in:
Click "icon" and a button will appear in this column. Click this button.
Click "set" and enter the user name and password again.

Restart the server
