First, add the function
1. Click Add Delete-tap to turn Windows features on or off
2. Expand Internet Information Services and tick the FTP server (as well as the FTP Service and FTP extensibility below)
3. Expand Web Administration Tools and tick the IIS Admin console (others are not checked)
Second, configuration services
1. Open the Control Panel-double-click Administrative Tools-double-click Internet Information Services (IIS) Manager to open the IIS management Console
2. Right-click on the site to add an FTP site
3. Click on the FTP IPV4 address and domain restrictions, click on the Action Bar open function, add allow entry, add allowed to access the IP address range. Edit the feature settings and select Allow.

5. Set up FTP authentication, click Basic Authentication, enable anonymous authentication, respectively
Third, restart the service
Right-click the FTP site you set up, select Manage FTP Site--Select restart.
