The installation of MATE 1.8 has not yet entered the official library. I believe it will be updated soon. The current version is 1.6, which supports Ubuntu 13.10, 13.04, 12.10, Ubuntu 12.04, and its derivative versions.
Open the terminal and enter the following command:
Sudo add-apt-repository "deb http://packages.mate-desktop.org/repo/ubuntu saucy main"
Sudo apt-get update
Sudo apt-get install mate-archive-keyring
Sudo apt-get update
Sudo apt-get install mate-core mate-desktop-environment
After the installation is complete, log out and select MATE on the logon page:
