Download and install Adobe Flex builer 3
The Flex 3 SDK is open-source, but its IDE tool Adobe Flex builder is a paid software. It provides a free 60-day trial and can be downloaded from http://www.adobe.com/products/flex/features/flex_builder.

Download ArcGIS API for flex from ESRI:

Configure the API in the project
ArcGIS API for Flex is distributed using SWC files. SWC is an archive file of flex components and other resources. After importing the SWC file to a project that requires using the flex API, you can use the corresponding functions of these components.
First, create a flex project:
In the project library path, link the SWC file in the ArcGIS API for flex development kit.
Test whether the environment is configured successfully
The ArcGIS API for flex development package contains several examples in the sample directory. Select the example "tutorial_map.mxml" and open it in a text editor. Copy all the content to the default mxml file of the current project to overwrite it.
Compile and run. If the webpage appears, the Environment configuration is successful.
