Solution:

1. Restart your computer and return to Windows Vista;
2. Click Start, right-click My Computer, and then click Properties.
3. On the Advanced tab, click Environment Variables;
4. Under System variables, click New;
5. In the Variable Name field, type Mig_upgrade_ignore_plugins
6. In the Variable Value field, type IphlpsvcMigPlugin.dll
7. Click OK three times to close these dialog boxes;
8. Restart the upgrade installer again.
