My instance of this problem is caused by my disabling (in registry) Quick Access in Explorer Navigation.

The solution is to get to Folder Options and set the "Open File Explorer to:" Drop-down to "this PC" instead of "Quick acc ESS ".

Maybe that helps in your case, too.
