Windows: Git uses the Rbtools tool review

For Windows:

1. Download and install Rbtools with python2.7:

2. Configure environment variables: RBT and Python:c:\program files (x86) \rbtools\python27c:\program files (x86) \rbtools\bin 3. Encoding problem: Do not add the following files, will error code
