Win 8 pre-installed NET framework is 4.5, in fact many programs require 3.5, generally to be downloaded from the Internet to install.

Here is a way to install. Net 3.5 from the Web:
1, copy the files under the folder X:\sources\sxs in the win 8 disc image to C:\net3
2. Run command prompt cmd as Administrator
Dism.exe/online/enable-feature/featurename:netfx3/source:c:\net3/limitaccess
3, a little wait can say, after running the above command, already put. Net 3.5. It's all set.
