To view User rights:

SELECT Host,user,password,grant_priv,super_priv from Mysql.user;

Permissions depend on the value of the last record

If you need to reclaim permissions:

REVOKE all privileges on * * from ' root ' @ ' ip1 ';

The above SQL will place Grant_priv,super_priv to N, even if the following SQL is executed:

GRANT all privileges on * * to ' root ' @ '% ' identified by PASSWORD ' *xxxxx ' with GRANT OPTION;

Nor can it save ip1, because it says that permissions depend on which record to match first, the best way is:

Delete from Mysql.user where user= ' root ' and host= ' ip1 '
