Connect access requires the MDB file in the same directory as the general user execution, please check

Under my own username, so I have executive power and I'm a non-admin account.

That doesn't mean anything, you need to look at the permissions property
PHP is working with anonymous users and belongs to the Users group

I added the Everyone user group to access and gave it full control, and the folder where project was also added
After changing the PDO ODBC connection error cannot open the registration form

Finally, I used the odbc_connect.
Previous error is because no data source is set Win7 is set in C:\windows\SysWOW64\odbcad32.exe


