If you can't find which program is using this file, try procexp.exe.

Open Procexp.exe, press the following prompts to open find Handle

Enter the name of the file that you are using to find. You can see which program is using this file

To end the process that is being used, files that cannot be deleted can be deleted. Note that ending the system process in use may cause the system to reboot or lose the document data that is being opened.
