xampp PHP Connection MySQL database garbled solution

The page is UTF8, the database is also UTF8, but the result of the query is garbled, the error appears in PHP and the database connection place.

The default seems to be the result set to Lant1 code to PHP, natural garbled.

Open the database configuration file and set the default charset as follows

[Client] Side add
Default-character-set=utf-8
[Mysqld] Side add
Default-character-set=utf-8
