Step 1

Turn on Photoshop, create a new 2560x1440 pixel size file, and fill the background with dark Gray to prepare for late-stage rain effects.

Step 2

Open the window > brush to make raindrops. Follow the figure to set the brush. To make the raindrops look softer, it's best to set the brush to oval.

Step 3

Create a new layer and group the layer. Set the layer blending mode to color Dodge. then select the Brush tool , dip the white on the layer and point to draw raindrops. Note that the raindrops to have a big and small, and draw some overlapping shape, so that can highlight the real feeling.
