Can be resolved by setting the full character set: Click "Compile", select "HTML Help", and then select "Custom HTML Help".

Open the Scenario Properties window, click "Public Properties", select "Language Settings", then change the default font shown in the left window to imitation-gb2312. (font size is usually selected for 10 or 12, if the font is small, you can set it here). Font Character Set Select "Gb2312-charset".
