How administrators can disable the phone feature of the BlackBerry via it policy (BES 4.1.7)

Create an IT policy based in an existing IT policy
Assign an IT policy to a user account

2) Please refer to the manual policy Reference guide-blackberry Enterprise Server for the IT policy reference for disabling the phone, section: Allow phone it policy rule

3) The BlackBerry, which is assign by the IT policy that disables the phone, will only be able to make emergency calls after a while.
