The common reason for this error is that security-class protection software that is installed in your computer causes the Security Center service to fail to start because some of the security software has system cleanup and optimization features, prompting you to turn off unwanted services, and so on.
Operation Steps:
Option one: Confirm the Security Center service settings based on the following steps
1, "Start"-"run" in the input services.msc and enter, find security Center, double-click, start type Select "Automatic", the service status select "Start";
2. If startup fails at this point, continue to enable remote Procedure call (RPC) and Windows Management instrumentation after the same method as described above, and try to start the Security Center service again ;
Scenario Two: Disabling anti-virus software and firewalls
1, temporarily disable the computer security class protection software and Third-party firewall programs (such as: Jinshan Poison PA, 360, optimize the master, etc.), and then enable secure center services;
2, at this time still unable to start, the temporary anti-virus software uninstall, and then start the Security Center services;
Scenario Three: Clean boot in Safe mode
After entering safe mode, start the Security Center service as per scenario, check for success, and if Safe mode enables you to start the Security Center service successfully, you can use a clean boot method to troubleshoot the program service that is causing the conflict.

2. Under Selective startup, click to clear the Load Startup items check box.
3, click the Services tab, click to select the Hide all Microsoft Services check box, and then click Disable All.
