How Excel sets a cell border

Select all cells that you want to add a border to, click the format → cell command, and select the Borders option;

Then select the line style you want in style, and you can specify a different color in color, click the Outside Border button, and then click OK.

To set the style of the selected cell that contains rotated text, click the format → cell command, select the Borders tab, and then use the outline and inner buttons under presets, which apply to the bounds of the cell, and it rotates the same angle as the text.
