How to Avoid cookie usage in WINXP SP2 IE

I received a call from the substation yesterday and told IE that I could not enable office automation. After Remote Assistance, I found that it was caused by the inability to use cookies. I thought it was a very simple task and it took a day.
Symptoms:
1. ie cannot open a page with a cookie or cannot be displayed normally after it is opened.
2. After user management is opened, it is blank and cannot be operated.
3. The list is incomplete after deletion is enabled.
Troubleshooting process:
1. Because the computer is in a relatively isolated environment, the possibility of IE virus infection is ruled out.
2. Adjust the security settings in IE, add office automation to a trusted site, and set the privacy to the lowest (generally, this setting can be used, and the result fails ).
3. The Group Policy is adjusted and the result fails.
4. log in with Administrator, and the effect is the same.
5. re-register the IE component, but it still has no effect.
In the end there is no way to reinstall the sp2 patch. I really don't know how it happened. Please give me some advice.
