Unexpectedly, Aliyun's customer service helped me find a separate english language package download link: Windows Server 2008 R2 Service Pack 1 multilingual User Interface Language packs (Windows6.1 -kb2483139-x64-en-us.exe), file size only 73.8 M.

After installing this English language pack, in the Control Panel-> "Regional and Language", select "Keyboard and Language", select "Chinese" in the "Select display language" Drop-down list (as shown below), click "OK", log off and log back in to the current account, and the display language becomes English.
