How to check files modified outside of Visual Studio.

Recently, TFSSource codeManagement, found that some sources and SVNCodeManagement systems are different.

One of the troubles is that TFs manages the file modification status explicitly, that is, you must check out a file first, then you can edit the file to appear in pending change. One problem is that if you modify a file outside of Visual Studio, this file will not be included in pending change. Sometimes we may not be able to know in advance that the files are to be modified and then check out.
