I have encountered this problem in the past few days. It seems that this problem cannot be solved. Then I searched the network. After finding a solution, it is actually very simple. You can modify the authorization mode. In terminal service configuration, change the authorization mode from the original one to the other.

Http://bbs.dmxj.com/archiver/tid-22124.html:
Your temporary client license for Terminal Services will expire in N days. Contact the system administrator to obtain a permanent license.
This message will also appear in the ApplicationProgramThe event log is as follows:

Description:
Pop-up application: Terminal Service
Warning your temporary client license for Terminal Services will expire in N days. Contact the system administrator to obtain a permanent license.
To solve this problem, switch the terminal server to "per user" mode.
Similarly, if a Terminal Server Client running Microsoft Windows XP or Windows 2000 cannot connect to the terminal server, the client may receive the following error:
The remote session is interrupted because the client access license of the local computer cannot be upgraded or resumed.
The application event log of the terminal server computer records the following events:
Type: Information
Source: termservice
Category: None
Event ID: 1011
Date: 10/21/2003
Time: 8: 23: 13 am
User: N/
Description: The connection to the terminal service client useraccount has been interrupted because the temporary license has expired. For more information, see the Help and Support Center in [url] http://go.microsoft.com/fwlink/events.asp#/url.
If the "Authorization mode" in "Terminal Service" is set to "per device", and the "Terminal Server authorization" server only has "per user Cal", this problem may occur.
Solution:
Change the "Authorization mode" in "terminal service configuration" to "per user ". To do this, follow these steps: 1. Click Start, point to administrative tools, and then click Terminal service configuration ".
2. Click "Server Settings" and double-click "Authorization mode ".
3. Change "Authorization mode" to "per user", and click "OK ".
Currently, window Server 2003 does not manage "User Cal ". This means that even if there is a "User Cal" in the License Server database, it will not be used less. In this way, the Administrator will not be deleted according to the requirements of the "End User License Agreement" (EULA) so that each user has a valid Terminal Server (TS) Cal. If the "device Cal" is not used, if not every user has a "User Cal", it will violate the EULA.
